State, Federal and Local Government are passing legislation, guidelines, mandates

"In December of 2005 the New York City Council passed a series of local laws, effective January 2007, regarding the establishment of a Director of Environmental Purchasing position the purchase and use of environmentally preferable products, specifically within the categories of recycled content energy and water efficiency, hazardous materials and green cleaning products."

"California law requiring State agencies and the Legislature to allocate at least 50% of the dollars that they spend on printing and writing papers, on papers with at least 30% post-consumer recycled content."
